Open Question: I only made $9600.00 from maryland, and instead of giving my refund back IRS says i owe maryland some money?

Last year I worked in west Virginia then moved to Maryland and worked in a store. Yesterday I tried to file my taxes, when I completed putting w2 from west Virginia I had federal refund 796 but as soon as I put my Maryland w2 the federal refund dropped to 668 and Maryland refund went to minus that means I owe Maryland, I paid my tax in my every pay check, I think my employer messed up with my Maryland tax thing, can you guys help me why this happened pls?...
